Add make target to enable all patches, and corresponding CI workflow

• Add script to find PATCH_APPLIED macros in the source
• Add Makefile target to build with all macros present
• Add github CI yaml to find the relevant WolfSSL PR branch if open (else main branch) run ant with the new build target
