Implement USB Hotplug Rule Management via OPA Policy

  • Introduce static, generic, and efficient policy-based rule management.
  • Enforce USB policies using an OPA server running on the admin VM.
  • Retain backward compatibility with legacy configuration methods.
  • Fixes: [SSRCSP-6194]
