Code Review

This pull request is an automated backport that updates two dependencies in build.gradle. The AWS SDK version is bumped from 2.39.2 to 2.40.3, and the SQLite JDBC driver version is bumped from 3.51.0.0 to 3.51.1.0. These are routine updates to minor and patch versions, which should bring in bug fixes and improvements without introducing breaking changes. The changes are straightforward and look correct. I have not found any issues with this update.
