Self-note: VLC is changing a lot and losing little by little the compatibility with Windows XP/2003 arch.
Moving to Vista+, that is obviously logic.
Some plugins in the current rapps-db version is not working, for example, the BlueRay reader.
As soon as we have a "version discrimination" for our rapps-db, I will split into XP last vlc version 2.2.1 and Vista+, the last VLC released one.
Remember too, that there is a VLC 4 version WIP that will make this comment obsolete for sure.
