This PR introduces all currently discovering public messaging for Pulsar.
The idea being that having it all in one place, allows us to easily at a glance understand the content we are putting out, as well as being able to collectively work on any changes we wish to see.
Additionally, by having it all in one place lets us easily find outdated pieces of information, or change things from multiple locations at once.
This document also introduces some rules about how this data is handled, to ensure it suits it's purpose.
Important Note about the Public Messaging Included
The public messaging currently included is a copy and paste of the currently existing public messaging. This PR should not be used to attempt any changes to this text, until after it is properly version controlled.
