Support authored FAST f-template components

Summary

• detect authored FAST component sources and allow the template name to override the filename-derived tag
• convert FAST declarative syntax to WebUI parser syntax while preserving processed FAST artifacts with CSS injection
• document the FAST plugin behavior and remove unused syntect plist support to satisfy dependency audit
