Add notes specifically about Linux container FIPS mode. This is something we end up clarifying pretty often in any discussion about FIPS.
Also attempt to clarify passive "this is considered not being in FIPS mode" by specifying the (modified) Go runtime is doing the considering. (It isn't e.g. mentioning a Microsoft policy that the user has to be extra worried about.)
