add codeowners and change detection for AI_GUARD

Motivation

Minimize impacted CI jobs for AI guard and clarify ownership.

Changes

• Change AI_GUARD scenario to its own group.
• Associate ai_guard tests and VCR cassettes to this group.
• Set the relevant files ownership to asm-backend group. This is temporary and will be later replaced with k9-ai-guard group once it's properly setup.

Workflow

1. ⚠️ Create your PR as draft ⚠️
2. Work on you PR until the CI passes
3. Mark it as ready for review
   • Test logic is modified? -> Get a review from RFC owner.
   • Framework is modified, or non obvious usage of it -> get a review from R&P team
