Source for G5 Fishing Encounter %s?

Hi, I'm a DS Pokemon modder and I wanted to ask about what the source was for the Surfing and Fishing encounter tables for the BW and B2W2 research. After a long discussion I would up talking to Dragonfree of Cave of the Dragonflies and she pointed me towards Veekun and consequently Magical. I don't know how to contact them though so I'm asking here.
I know Plat uses 60/30/5/4/1 for Old Rod and Surfing but 40/40/15/4/1 for the rest of the rods, HGSS uses 60/30/5/4/1 for Surfing, but 40/30/15/10/5 for the rods.
Bulba lists both 60/30/5/4/1 for both tables, as well as 60/30/5/4/1 for Surfing and 40/40/15/4/1 for Fishing. Cave of the Dragonflies indicates that the right values are 60/30/5/4/1 for Surfing and 40/40/15/4/1 for Fishing. I have reason to believe CotD is correct here, but I'd very much like to know where Veekun got its data from as well and whether it's just inferred from G4 tables or taken right from the ROM itself.

EDIT: Was confirmed by DaSquyd that in B2W2 it's 60/30/5/4/1 for surfing and 40/40/15/4/1 for fishing.

Hi @refinedplat! After digging through some old IRC logs i found this message where i claim to have located the B/W slot rates in RAM. Hope it helps.
