Unable to set editable pastas to disabled.

Describe the bug
I chose to set "MICROBIN_EDITABLE" to false, but the created public pastas can still be edited at will.
I didn't find the checkbox to enable "editable".

To Reproduce
Steps to reproduce the behavior:

1. Set "MICROBIN_EDITABLE" to false.
2. Restart the program.
3. Create and save public pastas.
4. Still editable.

Expected behavior
I would like it to prevent anyone other than administrators from editing the public pasta.

Additional context
Not only are editable features, but public pastas allow anyone to delete them at will, which doesn't make sense.

Thanks for the report! This flag should have been marked as deprecated, there is currently no way to to make it so that all uploads are uneditable, which unfortunately means that there is no way at the moment to have public but non-editable uploads. Either the second privacy level, "unlisted" will be replaced with "listed, but not editable" or a 6th option will be introduced to enable this use case again.
