Unable to set editable pastas to disabled. #185

Describe the bug
I chose to set "MICROBIN_EDITABLE" to false, but the created public pastas can still be edited at will.
I didn't find the checkbox to enable "editable".

To Reproduce
Steps to reproduce the behavior:

  1. Set "MICROBIN_EDITABLE" to false.
  2. Restart the program.
  3. Create and save public pastas.
  4. Still editable.

Expected behavior
I would like it to prevent anyone other than administrators from editing the public pasta.

Additional context
Not only are editable features, but public pastas allow anyone to delete them at will, which doesn't make sense.
