Create a test to test the inclusion rate per validator graffiti. The goal being to evaluate whether the Erigon Shutter implementation is stable enough to (a) encourage broader validator adoption of Erigon on Gnosis, and (b) provide a reference implementation that can help guide improvements in other clients.
