renovate fails to download 'dumb http' git repository (crates.io mirror)

Our internal crates.io mirror is a 'dumb http' mirror which doesn't support shallow cloning.
When renovate attemps to update the registry, git throws a fatal error.

I think a solution would be to fall back to a full clone when git fails with this error.
