Create a python version and publish in `pip`

The PeopleTools team has chosen python as their go to language for helper scripts. This is used for many scripts in the DPK and Cloud Manger. To better align with this tool set, we should move away from ruby and use python instead.

LINUX: Python is now included in your PeopleTools PS_HOME. $PS_HOME/python

It looks like you can run pip directly from this installation like this: python -m pip --help

• kill.py - force web kill (kill -9 java?)

• purge.py - prcs and web delete cache
• add 'all' to type and domain
