`geoLocAdmin1` field includes more detailed location than expected

Describe the possible issue

Originally reported in nextstrain/rsv#99, the geoLocAdmin1 field for RSV includes more detailed location than just the local administrative region. For example, PP_001TK4K.1 has geoLocAdmin1 as "Washington, King County". Based on the metadata field descriptions, I'd expect this to be split into

geoLocAdmin1	geoLocAdmin2
Washington	King County

Full list of affected sequences

I haven't gone through to find a full list of affected sequences as I suspect this needs to be bulk curation fix for ingest of data from INSDC.
