Keep a Changelog — Discussions

In the past guidelines published in Keep a Changelog would be discussed in GitHub Issues.

Starting today, we'll now use GitHub Discussions instead to:

• Discuss additions, removals, or changes.
• Bring up examples or complex use cases that might require changes.
• Discuss tools beyond Keep a Changelog which can help maintainers keep a changelog.
• Anything else that seems like a good discussion or suggestion, but isn't a fix.
