[ENH] - Eliminate bokeh-root-cmd for Panel apps #521

Feature description
As you can see from #519, I have an interest in making sure that we do not impose additional application requirements on application developers. For Panel apps, bokeh-root-cmd should not be necessary. I don't yet fully understand what functionality is encapsulated in that package, but given my experience deploying Panel apps in other applications, it ought to be unnecessary.
