Why do you need this change?

I need a publisher OnBeforeIstLastOperation with the parameter "CapacityLedgerEntry" and "IsHandled" so that I can bring another error message instead. If not IsHandled, then the standard message should be used.

Please add the event here before "if IsLastOperation.." and with "IsHandled" option.
