[top_darjeeling] Is there a bazel BUILD config to build rom for Darjeeling?

I am trying to build the rom code for Darjeeling. Is there any reference bazel BUILD setting, then can help to quickly build the rom code for Darjeeling to test?

There isn't yet a complete mask ROM yet for Darjeeling but there is work in progress (e.g. #28439).
However, we have a TestROM which is used to run simple tests without the full secure boot flow.
This one can be built as follows:

./bazelisk.sh build --//hw/top=darjeeling //sw/device/lib/testing/test_rom
