Add compile parameter SQLITE_ENABLE_ICU failed in the end

My project wants to use full-text indexing，So I added the configuration SQLITE_ENABLE_ICU when compiling，But it failed
fatal error C1083: Unable to open include file: “unicode/utypes.h”: No such file or directory

node : 15.0.0
vs : 2022 v143
python: 2.7.16
