Fix docs terraform registry incompatibilities

These were all reported by the github.com/bflad/tfproviderdocs tool.

- Remove unused "layout" frontmatter (this is from the old docs format)
- Remove unused "sidebar_current" frontmatter (this is from the old docs format)
- Fix the project_level_mr_approvals.md file extension (this may have caused an issue)
