Makes the battery pushbutton lights always bright regardless of BRT/DIM setting.

Testing instructions
Turn the batteries off on the overhead panel.
Switch the annunciator light switch between BRT and DIM. Verify OFF lights remain in the same brightness regardless of switch position on the battery push buttons.
