ModuleNotFound Error during Requirements Collection for Build Wheel in pip install

When I run:
pip install cpp-demangle
I get this error:

I tried pip installing setuptools-rust, but the error above still appears. I also tried varieties using pip3 and python -m pip and python3 -m pip, but the same error remained. I ran this in a virtual environment with pip version 25.3 and python version 3.13.7.
