Move all non-started "Feature" type issues to Discussions->Ideas

Feature requests and ideas can be treated the same. Currently features can be added in 3 ways; "Feature" issue, Discussions->Ideas, and Discussions->Plugin Ideas. There can be better visibility on feature requests when they are in a single place that can be:

• Categorized using labels (even "Plugin" can just be another label)
• Upvoted
• Sorted by upvotes
• Can be moved to an issue when work starts on it

Advantages:

• A single source of truth for all features/ideas rather than being fragmented
• Less friction for end users by not expecting them to check in different places for duplicates before posting their ideas
• Upvotes can reflect user demand. I don't think the highest upvoted ideas have to take priority but it's good to have visibility
• The issue tracker will reflect what is actually being worked on

The "Feature Request" issue template can be turned into a link. This can guide end users who visit the issue tracker to make a feature request by redirecting them to Discussions->Ideas.
