Workspace comments and bubbles appear behind the toolbox when dragged

When a workspace comment or a block with attached bubbles is dragged to the toolbox to delete it, the comment and bubble(s) have a lower Z-index than the toolbox and consequently disappear behind it. In contrast, dragged blocks have a higher Z-index and are shown atop the toolbox. All types of draggables should be ordered above the toolbox for consistency.
