Arrgh...no luck there but thanks for the prompt. I just pinged them again. It is very hard to connect to an actual human there and our use case is not clearly addressed. If there is anyone who speaks Swedish, that would help. I am translating things from the web site but it's hard to know if I am missing something.

You can order the replacement product via Geotorget, which is their self-service portal for downloading data:

It looks like the data is available under a license that fits our needs (free to use for both personal and commercial purposes).
However, in order to access it, you need to have a Swedish personal ID number or a company registered in Sweden with their identification number. This is where I got stuck — we don’t have either of those. Maybe @Mr-Bajs could try if speak swidsh? Hah!

Additionally, from what I understood, the “free” data is actually reimbursed by the Swedish government, because the institution itself covers the costs of mapping. So the government compensates them for providing the data free of charge — but I might be wrong; that’s just how I understood it.

Update: I tried again yesterday. I included a "Purpose Statement" saying more about Overture, our intended use and ensuring that we'd follow GDPR and attribution requirements. I translated it into Swedish to see if that helped. I had a chat bot review the site and give guidance on the necessary steps and that was where the Purpose Statement was recommended. It seems that your account needs to be approved manually by a real person. Unfortunately said real person does not seem to ever answer emails. Let's see. It would be nice to fill in that big blank spot in the map.
