RFE: support for "group" permissions #2516

Feature Request
When there are cross-cutting concerns across many projects on a CDash instance, it would be nice to be able to have "group" permissions so that anyone doing a cross-cutting task can be added to one group for each task instead of managed individually for each project their task(s) need access to. It also helps to know why specific users have access to a project.
