In my case, I've been able to resume downloading Instagram content by changing DNS config to automatic (had it set to Adguard's).
Sorry if this is not the way to comment or whatever. I hope this is useful to somebody.

I'm having almost exactly the same issue. As far as I can tell, the new version of yt-dlp fixes it, but it uses new dependencies that seal doesn't have.
