Enabling HLC system wide

We should enable the HLC clock through the APIs so that a Client is able to track the order of operations/objects across the system. The updating API calls like put/remove should piggyback an HLC clock to allow Cascade/Derecho to keep track of the outside dependencies only available to applications.
