[Chore] API endpoint array should have API endpoint

This output variable is empty when APIM isn't used but the Azure Function API is always created. Its endpoint should be in the array regardless of APIM or not. Once this API endpoint is in the local env via azd, the playwright test can verify the API side of the architecture.
